Dated January 22, 1823 Adams would have been the Secretary of State for James Monroe, and Florida would have still been a new territory by less than a year. According to The Territorial Papers, Adams and Monroe were creating the infrastructure for the Florida territory as the ownership transferred from Spain to the United States.
